Casual and dress up are kinds of clothes, but they have differences in the time when people wear it. Casual consist of shirt, t-shirt, jeans, etc. Usually people wear it in the free time. For example : when someone go to campus, travelling , hangout or mall . on the other hand, if we want to dress up we have to wear formal clothes. Usually people wear it in an event ,such as: wedding party, formal event, etc . Finally, people can wear casual anytime. But dress up is in the formal event .

I think you should change your sentence : "Finally, people can wear casual anytime. But dress up is in the formal event" becomes "Finally, people can wear casual at anytime and wear dress up in the formal event", thx
